The administrative building, which was supposed to house the administration of the Kaliningrad Regional Committee of the Communist Party of the Soviet Union, is located in the city center on the royal hill. It began to be built in 1970 on the site of the destroyed Königsberg Royal Castle, but in the late 1980s, during the “perestroika”, there were problems with funding and construction work was suspended.
For several years, the government of the region has been thinking about the fate of this building and the place as a whole, whether to restore the castle or finish building the House of Soviets. Architectural competitions were held, but no concrete decision was made. The current government of the Kaliningrad region, as it is known from the mass media, decided to dismantle the building of the House of Soviets and build something new in its place, based on the results of past competitions.
By participating in this challenge, I want to work out my concept of converting the building in combination with its historical heritage and modernity, to unleash the potential of this place for contemplation, relaxation and entertainment, since it is located in the very heart of the city with a beautiful landscape.

Welcome to CONVERTED, Alexander
This building is a great candidate for this challenge!
And indeed there is a lot you can explore with the site itself.
Good luck and have fun.
